William M. Palmer, Esq. has handled a wide variety of civil and criminal litigation matters across the United States. Attorney Palmer has broad experience as private counsel representing business entities and individuals in legal disputes, and advising business and professional clients regarding complex legal matters (both adversarial and transactional). He has also advised and/or represented a variety of clients who were the subject of federal or state criminal investigations and/or charges.
Attorney Palmer was previously a Trial Attorney with the Criminal Division of the U.S. Department of Justice, where he worked in the Fraud Section’s FCPA unit, which was exclusively dedicated to investigating and prosecuting international fraud matters and all Foreign Corrupt Practices Act matters for the Department of Justice. During his time at "Main Justice" (DOJ's headquarters), Attorney Palmer was also a Trial Attorney with the Public Integrity Section of the Criminal Division, where he handled political corruption investigations and prosecutions.
While a federal prosecutor, Mr. Palmer held Top Secret and numerous SCI ("need-to-know") security clearances. For almost two years his focus as a Main Justice federal prosecutor was on non-espionage criminal matters that involved Central Intelligence Agency (CIA) personnel and/or activities. He also worked in the Los Angeles and Alexandria Virginia U.S. Attorney Offices as a line federal prosecutor.
Attorney Palmer, in his civil and criminal trial practice, focuses on matters in federal courts across the U.S. and in Massachusetts state courts.
Attorney Palmer also has repeatedly been retained by attorneys to advise and assist them (and at times represent their clients) with respect to complex federal and state litigation, including with respect to briefings to the court.
Attorney Palmer additionally has extensive experience with respect to a wide range of due diligence investigations and evaluations of entities and individuals, both throughout the U.S. and internationally.
Representative Matters
Litigation:
Represented Cayman Islands Investment Holding Companies as plaintiffs in a federal civil lawsuit (S.D.N.Y.) lodged against an Illinois-based individual and associated business entities. The plaintiffs’ complaint alleged: Securities Fraud (Rule 10(b) of the Securities Exchange Act of 1934), Fraud (State of New York Common Law Claim), Civil Conspiracy (State of New York Common Law Claim), and Civil RICO (18 U.S.C. § 1962(b)).
Represented Movie Producer and Movie Production Company as plaintiffs in a federal civil lawsuit (S.D.N.Y.) lodged against a national Internet Service Provider. The plaintiffs’ complaint alleged: a violation of the Electronic Communications Privacy Act, 18 U.S.C. § 2510 et seq. (“ECPA”), breach of contract, libel, breach of the covenant of good faith and fair dealing, negligent appropriation of electronic communication, intentional interference with electronic communication, and prima facie tort.
Represented Judgment Debtor with respect to judgment debt in excess of $1 million in extended, highly adversarial Supplementary Process Litigation in Massachusetts District Court.
As Counsel:
Advised Africa-oriented Investment Fund with respect to compliance with Foreign Corrupt Practices Act.
Advised and represented a nationally prominent individual with respect to the terms of and other aspects of a recorded interview by movie producers and with respect to legal and strategic issues regarding movie production centered on aspects of the client’s life history.
Advised professional with respect to obtaining effective representation by courtroom attorneys in a state court trial of a contested family court matter.
